Hello, Policy People:
Definitions are always important, so everyone can be talking about the same thing, not three different things using the same word.
In the case of the word "terrorism," it is also important to use an objective, neutral definition: one which is not designed in such a way that "you are a terrorist but I am not," when both are doing the very same thing.
For this reason alone, we should probably disregard all official government definitions of terrorism, because each government has its own agenda which affects its preferred definition.
My choice for the definition of "terrorism" is the one provided by Britannica.com on its website:
TERRORISM is "the systematic use of violence to create a general
climate of fear in a population and thereby to bring about a

This definition is short and clear; and it accurately describes what most
people mean when they use the word "terrorism."
