In general, a "Whistleblower" is an employee who reports an illegal act supposedly committed by his employer. "Whistleblower Protection" includes all laws, policies, and procedures which are intended to protect Whistleblowers from retaliation by the employers whom they have reported.Whistleblowers are distinguished from other reporters of wrongdoing by the fact that Whistleblowers must be or must have been employees of the organizations whose illegal acts they report. As employees, they frequently have special inside knowledge of illegal acts which non-employees cannot see.
The Public Interest is served by protecting Whistleblowers so that illegal acts by their employers can be reported, punished, and stopped.
As you might expect, Whistleblowers and their employers are in a hostile adversarial relationship, where both sides have much to lose. Therefore, the field of Whistleblower Protection demands that the laws, policies, and procedures be fair to all parties involved: employees need to be protected from catastrophic retaliation, and employers need to be protected from groundless, hostile, false accusations.
